2009 Distinguished Young Alumna Award - Andrea Matacic Cayley ’84

She also completed a prestigious internship, which later turned into a paid position, with the United Nations Office in Washington, D.C., which serves as the liaison between the United Nations and the U.S. Congress.  During her tenure at the UN Center, she covered the areas of Cuba, Cambodia, Mozambique and Yugoslavia, and her interest in international war crimes grew.
In 1995, Andrea accepted a position as a senior political and legal analyst at the UN International Criminal Tribunal at The Hague in the Netherlands.  Her responsibilities there included building cases against individuals such as presidents, prime ministers or generals who start wars or commit other atrocities.  In her most noteworthy case, Andrea prepared the first indictment against the sitting president, Slobodan Milosevic, in the former Yugoslavia.  He was charged with among other things, crimes against humanity and violations of the Geneva Convention and customs of war in Croatia, Bosnia and Kosovo. In this prosecution, Andrea provided the Court with the most senior inside witness against Milosevic.
When asked to explain why she worked so tirelessly on this and other prosecutions Andrea replied, “Once you are a mother, it changes the way you see anything bad happening to children such as the loss of parents, homes, limbs or living in camps.”
At present, Andrea is working on her doctoral thesis entitled, “The use of criminal liability theory of Joint Criminal Enterprise in the Prosecution of War Crimes.”  In 2008, she and her husband Andrew (also a prosecutor for The Tribunal) along with their three children, relocated to Croatia where she worked for the UN to set up the first private University of International Affairs. She has authored numerous articles in prestigious journals and is also fluent in six languages.
